(Washington, D.C.) – “Last night, the Republican-controlled House passed the Middle Class Tax Relief and Job Creation Act by a vote of 234 to 193 – 10 Democrats joined with Republicans to pass this important bill.

“The Middle Class Tax Relief and Job Creation Act will extend the payroll tax cut – ensuring that tens of millions of hard-working Americans do not see an increase in their taxes after the first of the year. The bill also extends unemployment insurance to help those who continue to struggle in the Obama economy.

“Additionally, this legislation contains a provision that would help create thousands of good-paying jobs and helps make America more energy independent by speeding the approval process for the Keystone XL pipeline.

“This bill accomplishes much, and pays for all of it without job-killing tax increases. We urge the Senate to act on and pass this critical bipartisan legislation.”

Republican Main Street Partnership Praises the American Energy & Infrastructure Jobs Act

Former U.S. Rep. Tom Davis (R-VA) – “Republican leaders in the House have put forward a serious and impressive plan that will create jobs, repair our infrastructure and expand domestic production of energy.”

(Washington, D.C.) – Today, the Republican Main Street Partnership, the largest organization of elected centrists in the nation, praised the recently unveiled H.R. 7 – the American Energy & Infrastructure Jobs Act.  “Republican leaders in the House have put forward a serious and impressive plan that will create jobs, repair our infrastructure and expand domestic production of energy,” said former U.S. Rep Tom Davis (R-VA), President of the Republican Main Street Partnership.  “It accomplishes all of this without raising taxes or running up more federal debt.”

The details of the legislation, which were released by Speaker John Boehner (R-OH) and other House Congressional leaders today, does two things to support long-term job growth:  its expands American energy production and use the revenues to repair and improve America’s roads and bridges.

The legislation includes opening up more offshore drilling for oil and natural gas, establishing clear rules for the extraction of oil from shale rock and also opens up a small portion of the Arctic National Wildlife Refuge to exploratory drilling.

According to Speaker Boehner, the bill will, “create millions of jobs by eliminating unnecessary barriers that prevent us from using our vast energy resources.  Second, by expanding American energy production we can help lower fuel prices for American families and small businesses, and can provide a new revenue stream for infrastructure repair and improvement.  And thirdly, the bill will include reforms that speed up the bureaucratic approvals that delay important infrastructure projects.”

Additionally, the legislation will streamline the approval process for transportation infrastructure, provide states with more flexibility on how to spend federal dollars and seek to bring private capital to bear to increase funding for critical infrastructure projects.

Republican Main Street Partnership Urges President Obama to Act on Keystone XL Pipeline

Former U.S. Rep. Tom Davis (R-VA) – “It is time for this Administration to act on this job creating project that will aid in efforts to put America on the road to energy independence.”

(Washington, D.C.) –  Today, the Republican Main Street Partnership (RMSP) joined Republican leaders in both chambers of Congress in calling for the Obama administration to act on the Keystone XL pipeline.  “It is time for this Administration to act on this job creating project that will aid in efforts to put America on the road to energy independence,” said former U.S. Rep Tom Davis (R-VA), President of RMSP.

The Keystone XL pipeline has undergone an exhaustive review. A draft, supplemental draft and final Environmental Impact Statement have been issued – totaling more than 10,000 pages. Fourteen proposed routes for the pipeline have been studied.

“The time to act is now,” continued Davis.  “The President has spoken at length about how long we have between now and next year’s election.  He is right, which is why he should not delay a decision on this important project for purely political reasons.”

Earlier this year, the House passed the North-American Made Energy Security (NAMES) Act.  This bill would have required a decision to be made by the Obama administration on the Keystone XL project by November 1.  The NAMES Act is one of the 20 House-passed jobs bills that Senate Democrats continue to block.

“We urge the Obama administration to put politics aside and do what is in the best interest of the American economy and American workers,” concluded Davis.

Republican Main Street Partnership Praises House Release of International Tax Reform Draft

Former U.S. Rep. Tom Davis (R-VA) – “Dave Camp’s plan will go a long way in creating an environment in which American businesses can create millions of new jobs.”

(Washington, D.C.) – Today, Main Street member and House Ways and Means Chairman Rep. Dave Camp (R-MI), released a discussion draft of his international tax reform plan. “Dave Camp’s plain will go a long way in creating an environment in which American businesses can create millions of new jobs,” said former U.S. Rep Tom Davis (R-VA), President of the Republican Main Street Partnership.

Camp’s plan calls for reducing the corporate tax rate to 25% and transitioning to a territorial taxation system – something that virtually every other one of America’s competitors has already done.

Independent economic analysis shows that the Camp plan could create as many as one million jobs in the first year alone. “Right now the public wants Washington focused on job creation, and that is exactly what this plan does,” continued Davis. “The U.S. has the second highest corporate tax rate in the industrialized world and our ‘worldwide,’ rather than territorial, system of taxation is a relic of the Cold War. It is time to modernize our tax code and make American businesses competitive in the global market.”

“We thank Chairman Camp for his leadership on this critical issue and urge Congress to work quickly to see that much needed international tax reform occurs,” concluded Davis.

Statement on House Passage of Continuing Resolution

(Washington, D.C.) – Last night, the House of Representatives passed a continuing resolution (CR).  The House-passed CR would fund the government through November 18th and sets spending at levels agreed to under the bipartisan debt ceiling agreement of earlier this summer.  In response, former U.S. Rep. Tom Davis (R-VA), President of the Republican Main Street Partnership, issued the following statement:

“Last night, the Republican led Congress passed a CR that keeps the government opens, fits within the bipartisan spending parameters agreed to earlier this summer, and provides critical disaster relief aid, which is offset by spending cuts.  This is a good bill and one that the Senate should move quickly to pass.”

Statement on Speaker Boehner’s Speech at the Economic Club of Washington

 (Washington, D.C.) – “Speaker Boehner is absolutely right – we need to overhaul our tax code, lower corporate tax rates, close unnecessary tax loopholes, and that there can be no serious effort to reduce the crushing federal deficit and debt that doesn’t include entitlement reform. 

 “He is also correct that given the current economic environment, and an unemployment rate over 9%, we must hold the line on taxes.  Raising taxes will only result in hurting small business owners – who are the engine of job creation in this country.

 “We at Main Street share Speaker Boehner’s belief that the super committee has a real opportunity before it.  An opportunity to help liberate our economy in the coming months through tax reform to support private investment, and an opportunity to address critical entitlement reform that is need to avoid more job-destroying downgrades. 

 “We are hopeful that the super committee can work together to forge bipartisan legislation that will reduce the deficit and spur economic growth.  In addition to supporting the efforts of the super committee, Main Street will also continue to urge members on both sides of the political aisle to support common sense regulatory reforms that will allow American businesses to flourish and create much needed jobs.”
